Few very importatnt things:
You MUST solder capacitors under memory chips - it is not woirking without them!
You should use old 7474 TTL chips. As You can see on schematic, many pins of K1533TM2 (DD2, DD6, DD9, DD22) are not connected. They should be treated as logical 1 but in some chips they aren't.
I've tested some chips:


In my Leningrad 3 i used R61, R62, R63, R64, R66, R70 330 ohm resistors.
